The Nanhua Reservoir is one of the "14 Major Infrastructure Projects" by the Executive Yuan. It serves as a public water supply for the Greater Tainan and Greater Kaohsiung areas, while also having tourism and recreational functions. To increase the inflow of water into the Nanhua Reservoir, the Southern Taiwan Water Resource Bureau undertook a massive project at Jianshan Liuyi Mountain, drilling into the mountain to collect water from the Nanzi River through the Luming Mountain tunnel. Upstream of the Nanhua Reservoir, in Guanshan Village, there are several waterfalls, valleys, and scenic spots, including the "Youqing Waterfall." Beside the waterfall, there is a large stone in the pool with a cave resembling a water curtain cave.
